An unexpected shock in our 3D2N Ha Long Bay Cruise

We did not get our 3D2N Ha Long Bay Cruise. Instead we were obliged to settle for 1D1N on the ship and 1D1N on the Nam Cat "resort" in the Cat Ba island area. Our 1st night on board the ship went very well - good rooms, excellent service and meals. We enjoyed the pearl farm where there was kayaking and the climb up Titop Island. The next morning after a cave visit, we received a rude surprise. We were told that there had been some "government advisory" about a "storm" in HLB and thus we were to be sent to an "island resort" for our 2nd night. Trustingly we conceded, though slightly upset. Many glowing words were said about the "island resort." BUT the resort was very basic - wooden-planked chalets with very bare amenities. No TV, No walking space or cabinets. Basic bathroom and constantly in hearing distance of "resort" workers who milled/stayed outside and below the chalet. To be fair, the food was nice. More profuse explanations etc about the "storm." On the internet, the weather at HLB was still "as usual." There was nothing to do at the island and the "resort" was sandwiched between two rock faces which meant there was no access to anywhere else. We were dropped off at 11am with nothing much to do except kayak all afternoon. I can accept that the "resort" was elementary and basic, since it's more or less rated as 2-star online. However, it was not what the cruise manager had promised and it certainly did not match our 1st night on board the ship. In other words, we did not get our 3D2N cruise, only 1D1N cruise and 1D1N on the island. We would like to ask for some compensation or partial refund since we did not get what we paid for. To add salt, the next morning, when the small boat conveyed us 9 people back to Silversea ship (the same one we were on the previous day) we were shocked to see a full load of 30-40 passengers. who obviously had boarded the previous day when the ship returned to harbour. Our previous day was a small load of 13 passengers, out of which 5 (two rooms) had booked two nights on board ship. We would like to know how come the ship could return to harbour during the "storm" and pick up a full load - during the "storm" and travel back to HLB. We would like to know why we had to spend one unexpected night at Nam Cat "resort" when we had paid up for 3D2N on board the ship. This island experience was uncalled for, seemingly unnecessary and very much below our expectation. Overall, we were very disappointed and upset by it all.
